The subject perhaps warranted a little more detailed study than the one presented here. Human Resource Developement (HRD) & Human Resource Management (HRM) are full-fledged subjects not confined to a non-specific broad descriptive term of discovering the human potential & dovetailing it with efforts whenever opportunity knocks at the door. It is highly specific, outlining the area of human endeavour in view of its specialization & constant review of the inputs and outputs through a continuous process of Performance Evaluation & Reviewing Techniques (PERT) and PARD. Needless to mention hat initial planning in this context envisages allocation of financial, technical, and Human Resources for the achievement of certain pre-defined and predetermined objectives within a given span of time. It may incidentally be mentioned be mentioned here that time is also a limited resource for the purposes of planning and execution; because ultimately success is measured in terms of Cost-benefit ratio. Evidently benefits are delayed & cost invariably shoots up with the passage of time because of inflation. Similarly optimum use of technical resources is to be made for overcoming process of obsolescence with rather fast developments in the field of Science & Technology. Last but not the least is the valuable trained, expert, and technically skilled manpower which is harnessing these resources for the achievement of predetermined objectives within the specified limit of time and within the optimum cost keeping the originally estimated cost in view. This manpower which is also known as the Human resource is pretty expensive & rare commodity,entrusted with the task of completing the project through optimum utilization of resources placed at its command. This in nutshell is a brief introduction to HUMAN RESOURCE DEVELOPMENT and HUMAN RESOURCE MANAGEMENT. The former reltes to development of human potential and the latter refers to employment of this resource in a given organizational set-up for a specific task/s in a broad spectrum of overall objectives. These views have not only been offered in response to the remarks of Admin in its comments, but are also in response to Major Khalid Nasr's invitation for writing something on this subject.
